QRMP Scheme Under GST: Eligibility, Due Dates, Monthly Payment and Late Fee

The QRMP scheme lets a GST taxpayer with aggregate turnover up to Rs 5 crore file GSTR-1 and GSTR-3B once a quarter instead of every month. Tax is still paid monthly for the first two months of each quarter.

Below: who can join, the opt-in dates, what is filed and paid on which date, how the 35% challan works, and what interest and late fee apply.

What the QRMP Scheme Means

QRMP is a GST scheme that separates filing from payment: returns go in every quarter, and tax goes in every month. It started on 1 January 2021 for small taxpayers, to cut the number of returns they file in a year.

A monthly filer files 12 GSTR-1 and 12 GSTR-3B returns in a year, which is 24. A QRMP filer files 4 and 4, which is 8, and pays through 8 PMT-06 challans for the first two months of each quarter.

The scheme does not change how much tax you owe. It changes when you report it and when you pay each instalment.

Who Is Eligible for the QRMP Scheme

A registered person who files GSTR-3B and has aggregate turnover up to Rs 5 crore is eligible. The GST portal FAQ computes that turnover on a PAN basis across all the GSTINs held under one PAN.

Turnover: up to Rs 5 crore, counted across every GSTIN under the PAN.
Last return filed: the GSTR-3B that was due on the day you opt in must already be filed.
Practitioners: a GST practitioner can view the option but cannot opt in or out for you.
Saved GSTR-1 data: if GSTR-1 for the quarter is already saved, the portal blocks the change.

If turnover crosses Rs 5 crore during a quarter, you are not eligible from the next quarter and go back to monthly GSTR-3B.

How to Opt In to the QRMP Scheme and When

You opt in on the GST portal during a fixed window before each quarter starts or in its first month. Miss the window and you wait for the next quarter.

Submit, then confirm that the portal shows the new frequency.

Once you opt in, the choice carries to later quarters until you change it or lose eligibility. You cannot change the option for two consecutive quarters at once.

What Is Filed and Paid on Which Date Under QRMP

In each quarter you have one optional invoice upload and one payment for each of the first two months, then one return pair after the quarter ends. The 22nd or 24th date for GSTR-3B depends on your state.

The Invoice Furnishing Facility (IFF) Under QRMP

The Invoice Furnishing Facility is an optional way to report B2B sales in the first two months of a quarter. The GST portal sets the last date for a month as the 13th of the next month.

What goes in: B2B invoices, credit notes and debit notes. B2C supplies go in the quarterly GSTR-1.
Months covered: only the first two months of a quarter. The third month goes in the quarterly GSTR-1.
Value limit: a published guide gives a total net value of Rs 50 lakh a month.
No double entry: invoices uploaded in IFF need not be uploaded again in GSTR-1.
Why use it: the details reach the recipient's GSTR-2B sooner, so the buyer can claim credit earlier.

Monthly Tax Payment: Fixed Sum Method and Self-Assessment

You pay tax for the first two months by the 25th of the next month, using one of two methods. The choice is made each month on Form PMT-06.

The Two Payment Methods
MethodHow the amount is setBest for
Fixed sum (35% challan)Pre-filled PMT-06 from last quarterSteady monthly sales
Self-assessmentActual tax less ITC in the GSTR-2BUneven or seasonal sales

Under the fixed sum method, a quarterly filer pays 35% of the tax paid in cash in the last quarterly return. A taxpayer who filed monthly last quarter pays 100% of the cash tax of the last month of that quarter.

Under self-assessment you work out the month's tax on sales, subtract the credit shown in that month's GSTR-2B, and pay the balance in cash. No payment is needed if the ledger balance already covers the liability, or if the liability is nil.

For the second month, the test uses the combined liability of the first and second months. A person who has not filed the return for the full preceding tax period cannot use these methods.

Worked Example of the 35% Challan and Self-Assessment

The fixed sum amount is 35% of last quarter's cash tax, head by head. Take a business that paid Rs 10,000 CGST, Rs 10,000 SGST, Rs 20,000 IGST and Rs 3,000 cess in cash for January to March.

Fixed Sum Method: Tax for April and for May (quarterly filer, 35% of last quarter)
HeadCash tax paid, Jan to MarPay for AprilPay for May
CGSTRs 10,000Rs 3,500Rs 3,500
SGSTRs 10,000Rs 3,500Rs 3,500
IGSTRs 20,000Rs 7,000Rs 7,000
CessRs 3,000Rs 1,050Rs 1,050
TotalRs 43,000Rs 15,050Rs 15,050

A monthly filer who paid Rs 3,000 CGST, Rs 3,000 SGST, Rs 5,000 IGST and Rs 1,000 cess in cash in March pays the same amounts in April and May, because the rate is 100% of the last month.

For self-assessment, suppose April output tax is Rs 90,000 IGST and the GSTR-2B shows Rs 60,000 of IGST credit. The cash payment on PMT-06 is Rs 30,000 by 25 May.

Interest Under the QRMP Scheme

Interest is 18% a year on tax that is paid late, counted by the day. Under the fixed sum method, paying the pre-filled challan on time and clearing any excess by the GSTR-3B due date means no interest at all.

Interest Under the Fixed Sum Method (published guide)
SituationInterest
Pre-filled PMT-06 paid by the 25thNil
Pre-filled PMT-06 paid after the 25th18% from the 26th to payment
Actual liability is less than or equal to the amount paidNil
Actual liability is higher, excess paid by GSTR-3B due dateNil
Actual liability is higher, excess paid after that date18% from the due date to payment

Under self-assessment, interest at 18% applies to the net liability unpaid or paid late for the first two months. Late tax for the third month attracts 18% under either method.

To see the size of a delay, a Rs 3,500 challan paid 10 days late costs about Rs 17 in interest. That is 3,500 times 18% times 10 divided by 365.

Late Fee for Quarterly GSTR-3B

A late fee applies if the quarterly GSTR-3B is filed after its due date, and it does not apply to a late PMT-06 payment. A published guide gives the daily rates below, subject to a maximum.

Late Fee a Day for Delayed GSTR-3B (published guide)
ActTax payableNil return
CGSTRs 25Rs 10
SGSTRs 25Rs 10
IGSTRs 50Rs 20

The guide gives a cap of Rs 5,000 a return. The cap in the notification depends on turnover and on whether the return is nil, so read the late fee notification on cbic-gst.gov.in for your own case.

Input Tax Credit for QRMP Taxpayers

Claiming input tax credit works the same way under QRMP as under monthly filing. The quarterly GSTR-2B is generated on the 14th of the month after the quarter, once the quarterly GSTR-1 is filed.

Buyers who deal with QRMP suppliers should check the quarterly GSTR-2B for credit. A supplier who uploads through IFF makes the credit visible a month or two earlier.

Credit that is blocked by law stays blocked whatever the filing frequency, as the article on ineligible ITC under Section 17(5) explains.

Opting Out of QRMP and Losing Eligibility

You can leave the scheme in the same windows you use to join it, and you must leave if your turnover crosses Rs 5 crore. After that, GSTR-3B is monthly again.

Voluntary exit: choose Monthly under Opt-in for Quarterly Return, inside the window for the quarter.
Turnover above Rs 5 crore: you lose eligibility from the next quarter.
Unfiled return: you cannot opt in while a due GSTR-3B is pending.

A published guide notes that the choice is made GSTIN by GSTIN, so a business with several registrations under one PAN has to decide for each one.

Is the QRMP Scheme Right for Your Business

QRMP suits a small business with mostly steady sales and few B2B buyers who need quick credit. It does not suit one whose buyers chase invoices every month.

Monthly Filing Compared With QRMP
PointMonthlyQRMP
Returns a year248
Tax paymentWith each GSTR-3BPMT-06 in months 1 and 2
Buyer creditEvery monthVia IFF or quarterly
Tax paidEvery monthEvery month
EligibilityAny turnoverUp to Rs 5 crore

The saving is in paperwork, not in tax. Since tax is still paid every month, the cash outflow stays close to monthly filing.

The portal also lets a QRMP taxpayer amend quarterly details through GSTR-1A. A published guide cites GSTN advisories of 26 July 2024 and 10 June 2025 on GSTR-1A and refund claims for invoices filed through IFF.

Frequently Asked Questions: QRMP Scheme

What is the QRMP scheme?

QRMP stands for Quarterly Return Filing and Monthly Payment of Taxes. It lets eligible taxpayers file GSTR-1 and GSTR-3B once a quarter, while paying tax every month for the first two months of the quarter through Form GST PMT-06.

Who can opt for the QRMP scheme?

A registered person who files GSTR-3B and has aggregate turnover up to Rs 5 crore can opt in. The GST portal also requires that the last return due on the date of opting in has been filed.

Is the QRMP scheme mandatory?

No. The scheme is optional, and a taxpayer who opts in continues quarterly filing for later periods until they opt out or lose eligibility.

How do I opt for the QRMP scheme?

Log in to the GST portal and go to Services, then Returns, then Opt-in for Quarterly Return. Choose Quarterly, submit, and check the new frequency on the portal.

What are the opt-in dates for each quarter?

For April to June the window is 1 February to 30 April. For July to September it is 1 May to 31 July, for October to December it is 1 August to 31 October, and for January to March it is 1 November to 31 January.

What is the Invoice Furnishing Facility?

IFF is an optional facility that lets quarterly filers upload B2B invoices and credit or debit notes for the first two months of a quarter, by the 13th of the next month. The recipient then sees them for input tax credit sooner.

What is the IFF limit?

A published guide gives a total net value of Rs 50 lakh a month for invoices uploaded through IFF. B2C supplies need not be reported in IFF and go into the quarterly GSTR-1.

What is the 35% challan under QRMP?

Under the fixed sum method, the portal pre-fills Form PMT-06 with 35% of the tax paid in cash in the last quarterly return. A taxpayer who filed monthly last quarter pays 100% of the cash tax of the last month of that quarter.

What is the due date for PMT-06 under QRMP?

Tax for the first and second months of a quarter is due by the 25th of the following month. Tax for the third month is paid with the quarterly GSTR-3B.

What is the due date for quarterly GSTR-3B?

It is the 22nd or the 24th of the month after the quarter, depending on the state of registration. A published guide lists the states for each date.

What interest applies under the QRMP scheme?

Interest is 18% a year on tax paid late. Under the fixed sum method there is no interest if the pre-filled challan is paid by the 25th and any excess liability is paid by the GSTR-3B due date.

Is there a late fee for paying PMT-06 late?

No late fee applies to a delay in paying tax for the first two months through PMT-06, but interest does. A late fee applies if the quarterly GSTR-3B itself is filed after the due date.

Can I claim input tax credit for the first two months?

The ITC for the whole quarter appears in the quarterly GSTR-2B. Under the self-assessment method you can use the ITC shown in the GSTR-2B for the month to work out the cash you pay.

What happens if my turnover crosses Rs 5 crore?

If aggregate turnover exceeds Rs 5 crore during a quarter, you are not eligible for the scheme from the next quarter and must file GSTR-3B every month.

Can I switch between monthly and quarterly filing?

Yes, within the opt-in windows. The portal does not let you change the option for two consecutive quarters at once.

What is Fermor?

Fermor is a financial platform built for India. All calculators are free to use, with a free account available to save your results. Fermor is building an automated financial action system on the Account Aggregator framework.
